What problem are you trying to solve?
Are you looking to apply lean principles to the purchasing department itself? If so, then everything in the production environment applies to your department. Your "product" is purchase orders, approved agreements, transactions, etc.
If you are looking to apply lean principles to how the supply chain is managed, there are lots of books on the subject. (Sadly, one of the best, "Creating World Class Suppliers" by Peter Hines is out of print, but if you can find it, it is quite good).
Other than that, the supply chain is a very broad topic. You can look at "Seeing the Whole" (which has just been updated) for a good look at the logistics, etc. Then, once you get into the supplier, you are back into applying production kaizen and setting up good pull linkages.
One thing to keep in mind - you can't go and "fix" a supplier.
You can offer to help them use good techniques to solve a problem, but ultimately it is up to them to run their company.
